Convocation of a session

The council operates through the general assembly, and the special committee activities.

The first regular session will be held starting on July 1, and the second regular session on December 1 each year. When the first day of a session falls on a holiday, the session will begin on the following business day.
A special session of less than 15 days can be called when requested by the mayor, or 1/3 of the enrolled council members. But the first special session after the general election must be called by the person in charge of the administrative affairs of the local council, within 25 days of the first day that county council members begin their terms.
The total days in session, including regular and special sessions, shall not exceed 80.
The notice of calling a special session must be made five days before the session date, and should the mayor be bringing an agenda to the council, the notice must be made by the mayor in advance.

Operation of meetings

Sessions will be held in the main conference room or committee conference room, and shall be open in principle. But the session can be closed when proposed by more than 3 council members and agreed to by more than 2/3 of the council members present, or when the chairman decides it necessary for the order and benefit of the community.
